Wellesley Advisory approves consent agenda, defers RIO density zoning amendment. The committee voted 12-1-1 on a 16-article consent agenda after Doug Wilkins, Secretary, moved favorable action and Jay Prosnitz, Vice Chair, seconded. Town Meeting member Kara Reinhardt Block urged elimination of the Residential Incentive Overlay from all municipal zones, citing 575 units proposed in six months with none using RIO and showing only 8 percent of permitted units since 2018 employed the density tool.

Public comment split between residents citing traffic and infrastructure concerns and others warning that full elimination could derail incremental zoning reform. The RIO Task Force voted 9-4 for full elimination, then 7-6 for the narrower Planning Board approach. The committee deferred Article 32 to Tuesday night.
