HR Board approves bylaw amendment giving it personnel-policy authority.

WELLESLEY — The Wellesley Human Resources Board unanimously approved warrant language to amend Article 30.10 of the General Bylaws, granting the HR Board responsibility for all non-union personnel policies with Select Board involvement required for policies with financial implications. Town Counsel Alex Rubin presented the amendment, developed with Town Counsel Tom Harrington and Board member Shawn Baker, which requires the HR Board to hold hearings on proposed policies and provide advance notice before implementation, ensuring Select Board can account for budget impacts in the annual budget. The Board also unanimously approved appointment of Brad Downey, Senior Planner, as Interim Director of the Planning Department with a salary increase from $88,275.34 to $101,517.64 retroactive to January 2, 2026, on the strength of unanimous Planning Board support and confirmation that the compensation approach matched precedent.
