HR Board, Select Board discuss personnel policy amendment

WELLESLEY — HR Board and Select Board jointly discussed a proposed Bylaw 30.10 amendment to transfer non-union personnel policy approval from Town Meeting to the HR Board. The change would affect approximately 155 of 466 budgeted positions while preserving Select Board authority over policies with financial implications. HR Board Chair Anthony Bent and members cited a backlog of over 30 policies and noted that delays increase legal and liability risk; Town Counsel confirmed most municipalities place such approval authority at the board or manager level rather than Town Meeting.
Select Board members raised questions about benefit-related policies affecting collective bargaining, and both boards agreed that built-in checks would allow referral to Town Meeting for matters with significant financial impacts. No action was taken.
