WELLESLEY — Joint Planning Board and RIO Task Force meeting splits on residential overlay future. Chair Marc Charney cast the sole vote in favor of an amendment that would halt application of the Residential Incentive Overlay to new zoning districts, with Members Edward Chazen, Patricia Mallett, and Thomas Taylor opposing; Vice Chair Taylor cited concerns about quantitative claims and his preference for keeping the RIO as a limited planning tool. Separately, the RIO Task Force voted 12-0 to approve a draft appendix documenting the overlay's governance and the task force's deliberations on housing diversity, infrastructure, and community character for submission to the Annual Town Meeting, with Task Force Vice Chair Peter Welburn to distribute a final version by noon April 3.
