RIO Task Force approves revised bylaw language for Town Meeting submission.

WELLESLEY — RIO Task Force settles on purpose statement and bylaw motion language. The Task Force, chaired by Thomas Taylor, voted 7-4 to retain the current Residential Incentive Overlay purpose statement without changes ahead of Town Meeting, rejecting proposals to emphasize housing supply and inclusionary zoning. The group advanced motion language prohibiting RIO in certain zoning districts, particularly single-residence areas, while leaving the Transportation District on the prohibited list.
The Task Force also endorsed a RIO-specific development agreement requirement, to be imposed at the special permit stage after zoning map changes are approved, ensuring developers honor commitments to Town Meeting. One additional Task Force meeting is scheduled for February 12 to incorporate feedback from upcoming Planning Board and Select Board meetings.
