RIO Task Force debrief yields no formal votes; reconvene before Feb. 23 hearing

WELLESLEY — RIO Task Force debates post-Select Board strategy with no formal votes recorded. Chair Tom Taylor presided over twelve Task Force members, including Planning Board representatives Marc Charney and Thomas Taylor, who heard from Select Board liaison Kenny Largess that Town Counsel identified development agreements as a "novel issue" unlikely to survive legal challenge; Largess's motion to make development agreements a special permit condition failed 2-3. Task Force members expressed majority support for eliminating RIOs from residential districts while deferring non-residential issues to the Planning Board, with Kara Reinhardt Block noting the bylaw has been used only four times in thirty years.
The group will reconvene before the Planning Board's February 23rd public hearing, with any warrant motion requiring two-thirds town meeting approval.
