WELLESLEY — Select Board rejects mandatory RIO development agreement requirement in close vote. Voting 3-2 against, the board cited legal enforceability concerns, concerns about conditioning zoning rights on agreements, and questions about whether the approach actually addresses Town Meeting concerns about project certainty. Kenneth Largess and Beth Sullivan Woods favored the proposal as a response to Town Meeting's prior rejection of RIO projects; Marjorie Freiman, Tom Ulfelder, and Colette Aufranc opposed it, with Aufranc noting insufficient deliberation time after Town Counsel's legal warning and Freiman stating discomfort endorsing the approach before the Planning Board took a formal stance.
The board unanimously approved a $3,443.15 expenditure from the Richard Campana Fund for a March 6 kitchen dedication ceremony and annual St. Patrick's Day celebration at the Council on Aging.
