Bylaw panel approves Article 2 rewrite for STM
Wellesley's Bylaw Review Committee voted 5-0 to finalize a rewrite of Article 2 governing open meetings and public records ahead of the Fall 2026 Special Town Meeting.
Bylaw Review Committee · Meeting of October 13, 2026
Wellesley's Bylaw Review Committee voted 5-0 to finalize a rewrite of Article 2 governing open meetings and public records ahead of the Fall 2026 Special Town Meeting. Chair Kenneth Largess III said the final draft incorporates "a number" of comments from the Advisory Committee, consolidating old sections 2.4 and 2.5 into section 2.1 with direct citations to state law. Secretary Marjorie R. Freiman questioned whether moving minutes provisions out of a titled section could confuse residents, saying "that's my point," but ultimately backed the change.
The committee also voted 5-0 to adopt its own work plan, which will be posted online for the first time, and 5-0 to approve its September 28 minutes. Member Kristin Whelton raised unresolved questions about how authority should be divided between the committee and individual boards on future bylaw edits. The Fall 2026 Town Meeting warrant closes October 22.
