Bylaw Review Committee · Meeting of September 14, 2026
Wellesley's Bylaw Review Committee refined its first report to Special Town Meeting and debated how its views on other boards' bylaw proposals reach town meeting floor votes. Chair Kenneth Largess III said the open-meeting-law bylaw rewrite contains "two local policy changes," not one as previously stated: new Select Board authority over recorded video meetings and a requirement that approved minutes post "in a timely manner." Ex-officio member K.C. Kato said current minutes-posting compliance across town boards "is just mixed." Mark Kaplan noted bylaw 8.12 lets any board, including this committee, push articles straight to the Select Board, complicating the committee's advisory role; Largess called it a point that "could get messy." No votes were taken.
The committee reordered its draft work plan to standardize bylaw terminology before engaging individual boards, and set meetings for September 28, October 13 and October 26, with Largess due to brief the Select Board September 29.
