Wellesley Planning Board Continues Two Cases, Reappoints Design Review Members

Wellesley Planning Board unanimously continued two land-use cases and heard an extended briefing on sweeping new state zoning changes at its July 27 meeting. The board voted 5-0 to continue both the 26 Washington Street inclusionary zoning special permit — stalled over a disputed in-lieu fee in the range of $300,000 calculated by the Wellesley Housing Trust — and the 42 Oak Street large house review major modification to its August 17 meeting. Planning Director Rob warned that recently signed amendments to MGL Chapter 40A Sections 6 and 10, which replaced the four-prong variance hardship test with a vague "practical difficulty" standard and allow conforming additions on nonconforming lots by right, could generate a surge of large house review applications for the board: "There's a potential here for us to get inundated with T-LAG applications for additions," said Chair Marc Charney.

The board also approved 5-0 the reappointment of Design Review Board members Juwan Curi and Mark Wendell to three-year terms and alternate Alex Zhu to a one-year term, and set an August 6 retreat to frame a response to the new laws and plot a path to a comprehensive-plan funding article on the fall Special Town Meeting warrant, which closes August 21.
