Staff attributed the variance to "the three darkest months and the three coldest months" and a budget divided evenly across 12 months. Board member Renee Spencer asked staff to return in June with a prioritized rollout schedule for capital projects including a new Weston Road bike shed, playground fencing, parking lot resurfacing and a $12,000 interior gate project that has not started. Staff said the $20,000 vacancy turnover line is already spent on two units and $15,000 in trauma-cleaning services has been paid out.
